We have never stayed at PLG but stay near there and sometimes hang at their "beach". I dove with Aqua Safari (on-site shop) in the past and was not impressed either. Not bad but there are better ones. Good paragraph at the end about tourist behavior in Mexico. Thanks for a good detailed report!
